how to generate pulse from arduino instead of energy meter

hi sir, i am electrical engineering student and i am working my final year project which is 'GSM based smart prepaid energy meter' so i want to use the arduino instead of energy meter and want to devlop a program for the arduino to function as the energy meter. simply a code that send charge and unit value to another arduino of the system. and another question is how to develop a code for recharging my energy meter using my phone. so if you know such like concept sir please help me replying. i will clarify further if is needed.
