Does electrolytic capacitor deteriorate if it remains in storage for long periods? I have electronic devices manufactured with electrolytic capacitors since the early 90's, is it necessary to use these devices 1x a month to avoid degradation of electrolytic capacitors due to disuse?

Yes Electrolytic capacitors degrades over time. Please refer the datasheet of the capacitor.
